filed_fees_total_amount is filed volume — it sums every filed application's requested amount, including overlapping monthly/interim/final chains covering the same fee period, so it double-counts and must never be presented as case cost. Only requested_fees_amount and allowed_fees_amount are engagement-level (deduplicated across the monthly/interim/final chain to the surviving economic total). Rows are populated by the pipeline's fee-engine projector, not written at extraction time — a row exists only for a case the projector has re-projected since 2026-07-08; an absent row is not evidence the case has no fee activity, fall back to the fee-applications dataset before asserting absence.
