Read before relying on a row

Lifecycle dates whose source quote cannot be re-proved are withheld as null under a named reason, never zero, and a withheld date does not mean the event did not occur.
About one plan in nine has no confirmation or effective date because it is still pending, withdrawn, or superseded; those plans are excluded from lifecycle-date grading.
A plan's latest publication can be held behind a named quality guard; a held plan's row may lag newer filings in its case until the hold clears.
date_filed is the filing date of the plan or confirmation order that supplies the row; filter confirmation_date or effective_date to select plans by when they were confirmed or became effective.
An empty result never proves that a plan was not filed, confirmed, or made effective; check the docket before asserting absence.
cited_fields and uncited_fields say which of a plan's values carry an admitted page citation; uncited values are served, not withheld. Filtering or grouping on them without a case filter scans current-plan citations and can take several seconds.
