Case filing & court posture: Altice France S.A., the second-largest telecommunications operator in France, filed a Chapter 15 petition on June 17, 2025 in the U.S. Bankruptcy Court for the Southern District of New York (Case No. 25-11349), seeking recognition of French sauvegarde accélérée (accelerated safeguard) proceedings opened June 10, 2025 in the Commercial Court of Paris. Provisional relief & recognition: The Court granted provisional relief on June 20, 2025, imposing the automatic stay on affected creditors and entrusting the Foreign Representative, Laurent Halimi, with administration of U.S. assets. Dkt. 13 The French proceedings were recognized as a foreign main proceeding on July 25, 2025. Dkt. 23

Restructuring outcome: The French court approved the accelerated safeguard plans on August 4, 2025, and the U.S. court entered an order on September 30, 2025 enforcing the French court orders, permanently enjoining affected creditors and exempting the issuance of new securities under Section 1145. Dkt. 33 Existing senior secured notes, term loans, and revolving credit facilities were cancelled and replaced with new notes, new equity, and refinanced term loans.

Plan consummation: Plan consummation occurred on October 1, 2025, with existing debt instruments cancelled and new securities issued to creditors. Dkt. 33 The enforcement order authorized the Foreign Representative to seek a final decree closing the Chapter 15 cases.

Current status: The Foreign Representative filed a notice of presentment of the proposed order closing the Chapter 15 cases on January 7, 2026. Dkt. 36 A hearing on the proposed closing order is scheduled for February 12, 2026. Dkt. 38
