The Archbishop of San Francisco is pursuing a joint Chapter 11 plan that proposes a $395 million trust for abuse claims, while insurers contest the revised disclosure statement and voting procedures. A November 19, 2026 hearing is scheduled on the creditors’ committee’s request to establish the trust and appoint a trustee, according to the hearing notice Dkt. 2013.
The Archbishop of San Francisco and the unsecured creditors’ committee are pursuing a joint Chapter 11 plan centered on a proposed $395 million trust for abuse claims. The revised disclosure statement Dkt. 2017 identifies approximately $120 million in proposed funding from the debtor and approximately $275 million from participating parties; it also says the debtor anticipates up to $50 million in exit financing under an approved term sheet. The disclosure statement remained unapproved for solicitation when filed on October 21, 2026.
The Archbishop filed for Chapter 11 on August 21, 2023. Its counsel’s declaration Dkt. 15 described approximately 537 abuse complaints following a California law that reopened a window for previously time-barred claims, and reported that a July 2023 mediation had failed to resolve the disputes.
The revised joint plan Dkt. 2016 requires favorable votes from 97% of timely voting Class 3 claimants and consent from all abuse claim holders, including the representative of unknown claimants. It also proposes a $39.5 million holdback from the RCASF entities’ cash contribution until the confirmation and opt-out orders become final. Allowed general unsecured claims would receive two cash payments, each equal to 25% of the allowed claim, with the second due six months after the first, under the disclosure statement Dkt. 2017.
On October 26, certain insurers objected to the revised disclosure statement and proposed solicitation procedures Dkt. 2025, seeking changes to claim-evaluation disclosures and ballot procedures. The next scheduled plan-related hearing is November 19, 2026, on the committee’s application to establish the trust and appoint Alan Halperin as trustee Dkt. 2013.
